PROPOSED REVISIONS TO 10 c:R 73.71, NOTIFICATION REQUIREMENTS FOR SAFEGUARDS EVENTS In accordance with the Charter of the Comnittee to Review Generic Requirements (CRGR), we are forwarding the subject rule amendment for consideration. We believe that this amendment should be exempt from formal CRGR review on the grounds that it does not represent a sub-stantial impact on the NRC staff or NRC iicensees. The Offices of Administration (ADM), Nuclear Reactor Regulation (NRR), Nuclear Regulatory Research (RES), Inspection and Enforcement (IE), and Analysis and Evaluation of Operational Data (AEOD), concur in this rulemaking package. The Office of the Executive Legal Director (ELD) has no legal objection to its content; the Office of Public Affairs (PA) has concurred with the draft public announcement prepared for this package.
