REPORTIliG REQUIREMENTS FOR SAFEGUARDS EVEliTS With regard to the subject rule, this responds to R. S. Brown's memorandum of April 10, 1984. As a result of our review of the subject rulemaking, it is recow. ended that action on this matter be continued.

This recomendation is based upon the facts that the revised regulations will: 1) simplify and clarify existing regulations that presently are difficult for licensees to preperly interpret and implement, and

2) improve the NRC's ability to identify' generic safeguards deficiencies by recuiring an increased level of detail in safeguards event reports.

Su=ary information on the proposed rulemaking is provided in the attached revised liRC Regulatory Agenda Entry, (Attachment 1). Additione.1 infor Itien is given in the draft Comissim Paper for the rulenaking (i.ttaccment 2) that contains the rule as presently proposeo, and a regulatory analysis. ,

Thir draft Commission Paper has recently undergone revision in response to Office cements and wili shortly be distributed for final Office Concurrence. ,
