1 :encur with the comments and edits from Commissioner McGaffigan. In addition, I recommend that the staff ensure that the codes used to do the criticality calculations consider the n-2n beryllium reaction. The photo neutrons are a minor component and difficult to take into account. The interaction between arrays (cake) could also be important. The staff should be commended for its quick action in producing such a high quality document.
