I agree with the comments of Commissioners Diaz and McGaffigan and wish to commend the staff for its considered and timely response to the unanticipated situation that led to this rulemaking. The staff should consider issuing guidance to clarify the application of the tables on pages 22 and 23 to situations where fissile materials with different hydrogenous moderators may be shipped in the same container. 5 %
