CHAIRMAN JACKSON'S COMMENTS ON SECY-96-268 I' approve the staff's recommendations in SECY-96-268 to publish an immediately effective final rule to amend 10 CFR Part.71 for shipments of fissile material,. subject to the following:

I concur with Commissioner McGaffigan's comments and edits.

Along with the addition to the Congressional letters and notifications, the staff should include Commissioner McGaffigan's addition in the " Summary" section of the Federal Reaister notice and in the public announcement.
