Section 3.14 of the Phase ll, " Stakeholder Interaction Report" discusses the public comments and %mmission Preliminary Views on the subject of Research. I have reviewed the information provided and have concluded that the Commission's preliminary view should also be its final view, namely, that the research program should include both confirmatory and exploratory research (Option 4) balanced in such a way that both current as well as potentially emerging issues will be addressed; that RES should develop criteria for determining core research capabilities required by the agency (Option 5); that RES should continue to support the Educational Grant Program (Option 6); and to continue to support active participation in Intemational Safety Programs (Option 7).

However, based on public comments, I also propose that the final Commission position reflect that staff should 1) reexamine the role 6f RES in rulemaking activity, and report U its findings to the Commission, and 2) consider the use of joint research activity with  !

industry, where appropriate, as possible means of enhancing the efficiency of agency activities.
