l MEMORANDUM TO:
Commissioner Rogers
[
Commissioner Dicus j
p Commissioner Diaz i
Commissioner McGaffigan FROM:
Shirley Ann Jackson SUBJECT COMSECY-96-066, RESEARCH (DSI 22) i;'
Based on the public comments and the stakeholder meetings, I recommend only a slight departure from the Commission's J
preliminary decision on DSI 22 that selected a combination of 1
Options 4 (Conduct Both Confirmatory and Exploratory Research),
5 (Establishing and Maintaining Core Research Capabilities),
6 (Having University-Based Resources as a Component of the Overall NRC Research Program), and 7.(Continue to Actively
)
Participate in International Safety Programs).
I I concur with Commissioner Rogers that the research program should focus on programs with the highest safety and regulatory j
significance, coupled with the maintenance of the necessary technical capability.
In addition to the international cooperative research initiatives i
and programs, the staff should explore options and opportunities to perform more cooperative research with other U.S.
entities..
7 A's such I agree that legal requirements, independence and public j
perception must be considered when exploring any cooperative j
research program.
