General Certificate of Compliance No. 5492 is designated as a Type AF package; however, the amount of radioactive material per package can exceed a Type-A quantity. Either limit the radioactive material per package to a Type A :

quantity, or submit an application which shows that the package meets the requirements of 10 CFR " rt 71 for a Type B(V)F package.

The-application for a Type B(U)F package must be complete it itself and in the format of Regulatory Guide 7.9. _ Include engineering. drawings of the package design, a complete description of the contents and materials of construction, operating procedures, acceptance tests, and a maintenance program. Show that-the package meets the cor.tainment provisions of 10 CFR 971.51, and discuss the leak tests that will be performed prior to each shipment and at periodic intervals. Also, show that the materials used to fabricate the centainment vessel have adequate fracture toughness.

Drawinos Revise Nuclear Fuel Services, Inc., Drawing No. RMG :.4-1, dated November 22, 1982, to include the following information:

a. dimensions, material specifications, and applicable codes and standards for the outer drum and inner container -
b. density of the vermiculite
c. location of the~ tamper-proof _ feature
d. maximum weight of a loaded and empty package-Criticality It appears that the. criticality analysis presented in consolidated application dated August 25, 1982, as supplemented December 10,-1982,-did not consider the-most reactive fuel loading, optimum water in-leakage, and optimum interspersed moderation. Show that under optimum fuel loading and moderating conditions, the K for thr arra.y of-packages does not' exceed 0.95 (ircluding bias and-uncerYa'inty). The NPC staff's analysis indi:ates that the array of. packages may not be sufficiently subcritical under optimum conditions.

71-5492 Operatina Procedures. Acceptance Tests, and Maintenance Procram

1. Revise the operating procedures to include application of a tamper-proof-device prior to shipment.  ;
2. Revise the maintenance program to include periodic testing and inspection of the packaging. Include periodic inspection of the vermiculite for moisture, voids, and movement. State the acceptance criteria for each test and inspection, and the action to be taken if noncompliance is encountered.
