CONSIDERATION OF EARTHQUAKES IN THE CONTEXT OF EMERGENCY PREPAREDNESS The enclosed draft rule is provided for FEMA comment and concurrence. Specific reference to FEMA activities and coordination appear on pages 4 and 5 of the Commission Paper and on page 3 of Enclosure 1 to the paper. As discussed during the September 13 Steering Committee Meeting, this rule change is receiving ex-pedited handling within NRC. Your comments are requested by COB, October 1,1984.
