Dear Mr. Chairman:

The attached documents have been identified as responsive to the request in your letter of May 2,1985, for documents " pertaining to changes to NRC's Sunshine Act regulations."

These documents are, with few exceptions, predecisional. They reflect, in most cases, the private give-and-take among Commissioners, between Consnissioners and their lawyers, between legal assistants and lawyers, and among lawyers within the General Counsel's office, during the process of hammering out legal and policy positions. The Commission requests that these documents be held privately for the Subcommittee's use, and that they not be released to the public nor quoted publicly.
