COMSECY-96-060; OPERATING REACTOR PROGRAM OVERSIGHT '

(DSI 11) j I support the Comission's Preliminary Views on Operating Reactor Program Oversight (DSI 11) as Final Comission Views. The NRC should continue with

its ongoing comprehensive review of the areas of licensing, inspection, and '

performance assessment to identify areas for improvement, implement corrective l l

actions, and verify their effectiveness. Based on information since the preliminary views were published, and in addressing the stakeholder comments

on the OSI paper, the following are additional comments

, i l' The development of a plan to implement the Comission's final decision on this j DSI should include consideration of the comments received, particularly the comments that highlight the enforcement policy, and the rulemaking and hearing a
