SUBJECT:
COMSECY-96-060: OPERATING R CTOR PROGRAM OVERSIGHT (DSI-11) l support the Commission's preliminary views on this DSI. I would like to stress the importance of the lessons learned with respect to NRC's reactor oversight and licensee performance assessment. Particularly, attention should be paid to using our extensive regulatory experience in a coordinated manner to increase NRC effectiveness. This would reduce our dependence on reactive event driven oversight activities, and improve reliance on early indicators of declining licensee performance.
In order to ensure regulatory excellence and continued vigilance as a regulator, the NRC should develop a plan to ensure the appropriate length of assignments for those staff members who have frequent interactions with the licensees.
