COMSECY-96-060, Operating Reactor Oversight Program (DSI-11)
I have reviewed the information provided and have concluded that the i Commission should continue the ongoing comprehensive review and systematic reexamination of the reactor oversight program (Option 1),
encourage stakeholder involvement in the development of guidelines and input to the regulatory process, and expand the use of technology (Option .
2). The Commission should also improve the flexibility of staffing in the resident inspector program and look for areas for which a Business '
Process Re-engineering could benefit the operating reactor oversight program (Option 3).
Based on public comments, I believe that the Commission shouid proceed to develop an objective standard to measure licensee performance that reduces the inherent subjectivity in the curent process and establishes an understandable level of performance expectations. The Commission should also reevaluate the rulemaking process to improve structural and process efficiencies. Although the Commission encourages the involvement of the public, various stakeholders and licensees, independence and focus on the safety mission should remain paramount.
