DPR-71 REQUEST FOR LICENSE AMENDMENT FUEL CYCLE NO. 5 - RELOAD LICENSING

Dear Mr. Vassallo:

SUMMARY

In accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications (TS) for the Brunswick Steam Electric Plant, Unit No.1. These revisions are necessary to complete the fourth refueling of Brunswick-1 and begin Fuel Cycle 5 operation.

DISCUSSION The proposed changes to the TS incorporate revised minimum critical power ratio (MCPR) values, revised maximum average planar linear heat generation rate (MAPLHGR) vanes for the new BP8DRB299 fuel type, additional MAPLHGR values for fuel types P3DRB285, P8DRB265H, and P8DRB299, and the deletion of references to the old 8 x 8 fuel type which has been removed from the core. O, " Supplemental Reload Licensing Submittal for Brunswick Steam Electric Plant, Unit 1, Reload 4" is being forwarded with this letter. i SIGNIFICANT HAZARDS ANALYSIS The Commission has provided guidance concerning the application of its standards set forth in 10 CFR 50.92 for no significant hazards consideration by providing certain examples published in the Federal Register on April 6,1983 (48 FR 14864). One of the examples of an amendment likely to involve no significant hazards consideration is (iii) a change resulting from a nuclear reactor core reloading, if no fuel assemblies significantly differ from those found previously acceptable to the NRC for a previous core at the facility. Carolina Power & Light Company has reviewed this request and determined that the proposed changes fall within the criteria of example (iii). Therefore, operation of the facility in accordance with the proposed amendment would not: (1) involve a significant increase in the probability or consequences of an accident previously evaluated; or (2) create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) involve a significant reduction in a margin of p safety. ADMINISTRATIVE INFORMATION The proposed Brunswick-1 TS pages, along with a summary list of changes made to each page, are included in Enclosure 1. Issuance of this amendment is required by September 1,1985 in order to support startup of Brunswick-1.

Carolina Power & Light Company has evaluated this request in accordance with the provisions of 10 CFR 170.12 and determined that a license amendment application fee is required. A check for $150 is enclosed in payment of this fee.
