.,e I. TECHNICAL SPECIFICATION CHANGE REQUEST NO. 134 The Licensee requests that_the attached pages replaca FIGURE 6-1 of the existing Technical Specifications.

II. REASONS FOR CHANGE REQUEST.

Current Technical Specifications identify the position of " Manager Plant Training, TMI-1". This position is being changed to " Manager Plant Training TMI". Many of the activities encompassed under this position such as General Employee Training, Security Training, Fire Brigade Training and Emergency Preparedness Training are the same for employees in each unit and do not warrant the maintenance of separate organizations or management.

Licensed Operator Training and Radiological Controls Training, however, do warrant separate organizations which will be continued. Thus, Licensed Operator Training for both units, emcompassed under a Supervisor Licensed Operator Training, will retain separate groups of licensed operator instruc-tors for each unit. Similarly, Radiological Controls Training which will provide some training on materials common to both units will as well have separate training programs for employees in each unit on plant specific characteristics, with the latter separate portion for Unit 2 being conducted

'by a training group under the Radiological Controls Division.

III. SAFETY EVALUATION JUSTIFING CHANGE Licensed Operator Training for both units are encompassed under the Super-visor Licensed Operator Training who reports to the Manager Plant Training TMI via the Operator Training Manager. Separate groups of licensed operator instructors exist for each unit under the Supervisor Licensed Operator Training.

The' proposed change will ensure an' efficient use of manpower under a '

consolidated management structure. ' No unreviewed safety question or environmental concern is involved since the quality of Licensed Operator Training is not degraded.

IV. SIGNIFICANT HAZARDS CONSIDERATIONS EVALUATION The proposed structure of the training organization will not compromise the quality of Licensed Operator Training and does not:

I a) involve a significant increase in the probability of occurrence

or the consequences of an accident previously evaluated because the-change has no deleterious effect on plant operation.

b) create the possibility for an accident or malfunction of a new or different kind of accident from any accident previously evaluated since the change has no ef fect on plant systems or component design,' operation or testing.

c) involve a significant reduction in the margin of safety since the change is administrative in nature only. Therefore, no unreviewed safety questions or significant safety hazard are associated with this change.

V. LICENSE AMENDMENT FEE (10 CFR 170.22)

This change is administrative in nature (Class II) . A check for $1,200 is enclosed.

VI. IMPLEMENTATION It is requested that this change become effective upon issuance of the amendment.
