Three Mile Island Nuclear Station, Unit 1, (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 Withdrawal of Sections of Technical Specification Change Request No. 97, Rev. 1 Technical Specification Change Request No. 97, Rev. I submitted December 1, 1983, contains three unintentional errors. Two of these errors are due to justifications and change bars for desired charles not being carried through to TSCR 97, Rev.1 from TSCR Nos. 83 and 96, which had been incorporated into TSCR 97 and TSCR 97, Rev. 1. The sections affected are TS 3.18.3.2.a and TS 3.18.7.2a. In both instances, the requirement for a continuous fire watch was being requested to be replaced with a once per hour fire watch. .We wish to withdraw these sections from TSCR 97, Rev. 1. These sections of opr submittal are to be the current Technical Specifictions. A TSCR wiii be submitted at a later date to request and provide justification for the above changes to TS 3.18.3.2.a and TS 3.18.7.2a.

TSCR 97 Rev.1 included a change to the bases of TS 3.18.6 Fire Hose Stations. The specification for TS 3.18.6, as stated in TS 3.18.6.1 contains a clerical error. TS 3.18.6.1 is to state:

"The fire hose stations listed in Table 3.18-2 shall be operable or an l additional hose must be routed to the unprotected area from an operable '

hose station within one (1) hour."

When Controlled Copy holders of the Technical Specifications were issued Amandment 32 to Appendix A of the Operating License, TS 3.18.6.1 specified a two hour time limit for routing an additional hose. This error occurred wher, the amended page was retyped, which had been our practice when pages received in Technical Specification Amendments have not been of high enough quality for reproduction. This practice has been discontinued. Upon identification of the error in the Controlled Copies, affected procedures were changed to reflect the one hour requirement. Our review indicated that at no time had the one hour limit been exceeded, therefore no violation of the Technical Specification had occurred.

Future TSCR submittals will be more thoroughly reviewed to assure margin bars and justifications are included for all requested changes.

The pages to be replaced in TSCR 97 Rev. I are enclosed for your convenience.
