HATCH NUCLEAR PLANT UNIT 2 REQUEST TO AMEND TECHNICAL SPECIFICATIONS Gentlemen:

By your letter of January 10,1983 (Generic Letter 83-02), Georgia Power Conpany (GPC) was requested to propose Technical Specification changes to reflect the implementation of certain DiI Action Plan items. Items in that letter which were not yet implemented were requested to be addressed at the time of their completion. In our response dated April 22, 1983, appropriate changes were proposed for all of the items addressed in Generic Intter 83-02 with the exception of Item II.K.3.22 (RCIC Suction Automatic Transfer) for Hatch Unit 2. 'Itat item was not implemented at the time of our subnittal but has recently been completed.

In accordance with the provisions of 10 CFR 50.90 as required by 10 CFR 50.59 (c) (1) , GPC proposes to amend Plant Hatch Unit 2 'Ibchnical Specifications (Appendix A to Operating License NPF-5) to reflect the implementation of Item II.K.3.22. Pursuant to 10 CFR 50.92, J. L. Iedbetter of the Georgia Department of Natural Resources will be sent a copy of this subnittal. The proposed change would add operability requirements for the

-automatic suction transfer to the RCIC system operability criteria. In addition, the Condensate Storage Tank level switches (which transfer RCIC suction to the Suppression Pool on low level) and the Suppression Pool level switches (which transfer RCIC suction to the Suppression Pool on high level) would be added to the list of instrumentation which controls the RCIC system. Specific instructions for incorporation of the change and the proposed change are included as Enclosure 1.

Stolz, Chief Operating Reactors Branch No. 4 Septanber 9,1983 Page Two The proposed change has been reviewed and approved by the Plant Review Board and the Safety Review Board and has been determined not to constitute an unreviewed safety question. The probability of occurrence and the consequences of an accident or malfunction of equipnent important to safety would not be increased above those analyzed in the FSAR because the operation of safety-related equipnent is not affected by the proposed change. The possibility of an accident or malfunction of a different type than any analyzed in the FSAR would not result from this change because no new mode of failure is introduced. %e margin of safety as defined in the basis for any Technical Specification would not be reduced by this change because operation of the plant would remain within previously analyzed limits. %e proposed change has been evaluated and determined not to involve significant hazards considerations. This evaluation is documented in Enclosure 2.

A determination of amendment class is included as Enclosure 3. We have determined this to be a Class III amendment and have enclosed the appropriate payment. ,
