DPR-62 REQUEST FOR LICENSE AMENDMENT AUGMENTED OFF-GAS SYSTEM MODIFICATIONS

SUMMARY

In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Operating License of the Brunswick Steam Electric Plant, Unit No. 2 (Brunswick-2). These revisions affect the required operability date of the augmented off-gas (A0G) system modifications.

DISCUSSION In June 1981, Amendment Nos. 37 and 58 to the Operating Licenses for the Brunswick Steam Electric Plant, Units 1 and 2 were issued. The amendments required that the A0G system be operable by May 31, 1983 for Brunswick-1 and by December 31, 1983 for Brunswick-2. As of this date, Brunswick-1 A0G system installation is complete and the system is operational. The Brunswick-2 A0G system is partially complete. Submittal of the proposed Technical Specifications for the A0G system, which was required by January 15, 1983 for Brunswick-1 and~ July 15, 1983 for Brunswick-2 under the above referenced amendments, was made in December 1982 as part of our Radiological Effluent Technical Specificaticns (RETS) submittal.

D. B. Vassallo Brunswick-2 Operating License paragraph 2.H, as issued in Amendment No. - 58, requires that the A0G system installation be complete by December 31, 1983. This date was based on our then scheduled 1983 refueling outage being complete by November 1983. The December 31, 1983 required date thus allowed approximately eight weeks for A0G system start-up testing following the refueling outage. The Brunswick-2 refueling outage is now scheduled to commence in March 1984; theref ore, CP&L requests a revision to the Operating License for Brunswick-2 as described in the enclosure to reflect the revised schedule f or the refueling outage. The resulting extension is in keeping with the general practice of scheduling based on operating cycles and will permit completion of installation and testing of the Brunswick-2 A0G system f ollowing plant startup on or about November of 1984.

The remaining A0G system modifications are outage-related work and cannot be completed while the unit is operating. In particular, installation of the hydrogen recombiner portion of the A0G system modification is the critical path item for work planned during the upcoming Brunswick-2 refueling / maintenance outage. The hydrogen recombiner A0G system modifications will require 27 weeks to complete.

' SIGNIFICANT HAZARDS ANALYSIS Carolina Power & Light Company has reviewed this request and determined that the proposed revision to paragraph 2.H of the Brunswick-2 Operating License involves no significant hazards consideration because the proposed change does.not (1) involve an increase in the probability or consequences of an accident previcusly evaluated, (2) create the possibility of a new or dif ferent kind of accident from any accident previously evaluated, or (3) involve a reduction in a margin of safety since the existing Technical Specifications limit gaseous effluents. The Brunswick Technical Specifications limit the annual gaseous releases f rom the two units to the 10 CFR 50, Appendix I design objectives during the interim period until the A0G system is installed and operational. During the interval f rom December 31,.1983 to March 1984, gaseous effluents will continue to be-maintained within the current Technical Specification limits. The proposed revision.to Operating License paragraph 2.H is administrative in nature and simply re-schedules the date f or completing installation of the augmented off gas system consistent with the planned Brunswick-2 refueling / maintenance outage to begin in March 1984.

ADMINISTRATIVE INFORMATION Attachment 1 provides the proposed revision to paragraph 2.H of the Brunswick-2 Operating License. In accordance with 10 CFR 170.22, we have determined that this request is administrative in nature and thus constitutes one Class 11 license amendment request. Our check for $1,200 is enclosed in

2.H The licensee shall proceed with the necessary design, procurement and

-construction of the modifications to the augmented off-gas system. By July 15, 1983, the Licensee shall submit proposed Technical Specifications which incorporate effluent limits that reflect the required . operation of the augmented off-gas system. Within two months following the extended outage scheduled to begin in March 1984, the Licensee shall have the augmented off gas system operable, and the system shall operate in accordance with the referenced Technical Specifications, as issued.
