ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION AND NOTICE OF VIOLATION This is to inform the Commission that a WHITE Significance Determination Process (SDP) finding and associated Notice of Violation will be issued on or around June 13, 2002, to Carolina Power & Light Co. as a result of inspections at the Shearon Harris Nuclear Power Plant. This WHITE finding, an issue with low to moderate increased importance to safety, which may require additional NRC inspections, concerned a failure of foreign material exclusion (FME) controls revealed when several pieces of foreign material were discovered in the containment sump suction piping to the A Residual Heat Removal (RHR) pump in October, 2001. This condition rendered the RHR pump inoperable in the sump recirculation mode at least for the operating cycle from April 15, 2000, to September 22, 2001, representing a violation of the licensees FME procedures and of the plants Technical Specifications.
Accordingly, a Notice of Violation associated with a WHITE finding is being issued.
It should be noted that the licensee has not been specifically informed of this action. The schedule of issuance and notification are:
