5 Meeting held on Thursday, April 8, 2004, at 6 6:00 p.m. at Oak Harbor High School, Oak Harbor, Ohio, taken by me, Marlene S. Lewis, Stenotype 7 Reporter and Notary Public in and for the State of Ohio.

2 1 MS. LIPA: Hello. Good evening, 2 and welcome to the NRCs public meeting.

3 Im Christine Lipa, and Im the Branch Chief 4 for the NRC out of the Region III office near 5 Chicago, and Ill introduce the rest of the NRC folks 6 here at the front here.

7 Scott Thomas is the Senior Resident 8 Inspector.

9 Bill Ruland is the Vice Chairman of the 10 Davis-Besse Oversight Panel.

11 Jack Grobe is the Chairman of the Davis-Besse 12 Oversight Panel.

13 We also have Viktoria Mitlyng here.

14 MS. MITLYNG: (Indicating).

15 MS. LIPA: And then Nancy was in 16 the foyer, so those are the NRC folks here, and what 17 we plan to do is provide a summary of this 18 afternoons business meeting that was held with 19 FirstEnergy, and Scott Thomas will provide that 20 summary, and then go right into public comments and 21 questions.

2 We also have the Panels February 26th memo 3 that we provided to Jim Caldwell on the Panels 4 recommendation for restart and the basis, and then 5 the March 8th letter that Jim Caldwell -- hes our 6 Regional Administrator from Region III -- that he 7 signed sending to FirstEnergy lifting the hold on 8 restart, that was a March 8th letter, and it had 9 several attachments. Those are out on the table as 10 well.

11 Theres also a public meeting feedback form 12 that you can use to provide feedback to us on how 13 this meeting goes, and, right now, were currently 14 look at holding next months meeting on May 11th, and 15 were still firming up that date, and well be sure 16 to post it on our web page, and, going forward, well 17 be evaluating how frequently to hold these meetings, 18 but for right now, were looking at having one next 19 month, and with that, Ill turn it over to Scott.

20 MR. THOMAS: All right. The meeting 21 we had with the licensee this afternoon, they 22 discussed several topics.

4 1 was reached on April 4th.

2 The site Vice President discussed a number of 3 accomplishments achieved and challenges addressed 4 since the last public meeting, and the Business 5 Service Manager discussed the status of Cycle 14 6 Operational Improvement Plan, the first quarter 7 accomplishments and second quarter highlights.

8 Another topic covered was a Confirmatory 9 Order Action Plan. This plan discussed the 10 licensees initiative focus -- initiatives which were 11 focused on meeting specific requirements of the 12 Confirmatory Order, and thats a brief summation of 13 the meeting.

14 MS. LIPA: Okay. Thank you, Scott, 15 and then with that well go ahead and open it up for 16 public comments or questions unless anybody else had 17 anything they wanted to offer right now.

18 MR. GROBE: (Nod indicating no).

19 MR. RULAND: (Nod indicating no).

20 MS. LIPA: Does anybody have a 21 comment to provide to us or a question?
