U.S. Nuclear Regulatory Commission Public Meeting Summary June 5, 2018

Title:

Public Meeting to Discuss Draft Regulatory Guide (DG)-1327 PWR Control Rod Ejection and BWR Control Rod Drop Accidents Date of Meeting: Tuesday, June 5, 2018, from 1 pm to 5 pm Location: Two White Flint North, Room T-9A-1 Type of Meeting: Category 2 Purpose of the Meeting:

To afford the public an opportunity to comment on Draft Guide (DG)-1327 General Details:

This is the second of two public meetings held on DG-1327. The previous one was held on January 25, 2017, while the guide was open for public comment. The comment period began on November 21, 2016, and was extended from 60 days to April 21, 2017, to afford additional time for comment. At the first public meeting the NRC staff made two commitments:

  • At the close of the public comment period the NRC staff will address the formal comments submitted by the public.
  • Following analysis of the public comments but before finalization of the guide the staff will plan to hold a public meeting to discuss the staffs proposed resolution of key comments.

This meeting was to address the two commitments. The guide was revised to address public comments but has not undergone office concurrence. The proposed changes are such that it merits another release for formal public comment. The meeting was held to show the proposed resolution of public comments and to solicit feedback. Prior to the meeting, the draft revision (ML18138A459) and a comment resolution table (ML18138A458) were made publicly available. The staff used Go to Meeting and a telephone bridge line to facilitate public participation for those not able to be present at NRC headquarters. There were 25 participants at NRC headquarters and approximately 20 people participating via Go to Meeting or the telephone bridge line. Attached are the list of participants, the agenda, and a handout from the Nuclear Energy Institute (NEI) which served as a basis for discussion.

Paul Clifford (NRC/NRR) the technical lead for the draft guide opened the meeting with the ground rules and announced that there would be ample opportunity for the public to comment. He alerted those participating that the guide would be released for a second round of public comments. He was supported by Edward ODonnell (NRC/RES) who handled meeting logistics.

Summary of Presentations:

Much of the discussion followed from the proposed comment resolution table. One concern dealt with accessibility via a google search of Appendix B: Fission Product Release Fractions -

Analytical Technique for Calculating Steady-State Fission Product Gap Inventories and Appendix C: Fuel Rod Cladding Hydrogen Uptake Models. The meeting participants recognized that they are more appropriate for RG 1.183, Alternative Radiological Source Terms for Evaluating Design-Basis Accidents at Nuclear Power Reactors, and RG 1.195, Methods and Assumptions for Evaluating Radiological Consequences of Design Basis Accidents at Light-Water Nuclear Power Reactors. The draft guide proposes to note that when those guides are updated the Appendices will be removed.

Another suggestion was to clearly separate guidance from PWRs and BWRs in the guide. That had not been done.

Action Items/Next Steps:

  • Complete revision of DG-1327 and reissue for public comment by late 4th Quarter, FY 2018 or early in Quarter 1, FY 2019.
