SUMMARY

OF JUNE 5,, 2018 PUBLIC MEETING ON DRAFT REGULATORY GUIDE (DG)-1327 PWR CONTROL ROD EJECTION AND BWR CONTROL ROD DROP ACCIDENTS Enclosed is a summary of a public meeting held on DG-1327, PWR Control Rod Ejection and BWR Control Rod Drop Accidents, at NRC Headquarters on June 5, 2018. A previous public meeting was held on January 25, 2017 while the guide was open for public comment. At the first public meeting the NRC staff made two commitments:

  • At the close of the public comment period the NRC staff will address the formal comments submitted by the public.
  • Following analysis of the public comments but before finalization of the guide, the staff will plan to hold a public meeting to discuss the staffs proposed resolution of key comments.

This meeting was to address the two commitments. The staff used Go to Meeting and a telephone bridge line to facilitate public participation for those not able to be present at NRC headquarters. There were 25 participants at NRC headquarters and approximately 20 people participated via Go to Meeting or the telephone bridge line. Attached are the list of participants, the agenda, and a handout from the Nuclear Energy Institute (NEI) which served as a basis for discussion.

Paul Clifford (NRC/NRR), the technical lead for the draft guide opened the meeting with the ground rules and announced that there would be ample opportunity for the public to comment.

He alerted those participating that the guide would be released for a second round of public comments. He is working toward completing revision of the guide late in the fourth quarter of Quarter 4, FY 2018 and issuance for public comment would be in the first quarter of FY 2019.

He was supported by Edward ODonnell (NRC/RES) who handled meeting logistics.
