Dear Dr. Reid,

West Virginia University is currently licensed, under License No. R-58, Amendment No . 6, to " possess, but not to operate" an AGN-211 P nuclear reactor. It is also licensed to possess up to 900 grams of contali.ad uranium-235 under this license.

The intention of the University at the time this amendment was sought was to find a suitable educational institution to whicn to transfer the reactor and to decommission the facility.

Numerous delays have been encountered in this process, but a decommissioning plan is now nearing completion. Unfo r tuna tely ,

License No. R-58 is also about to expire. Therefore, we wish to request that

1. License R-58 ce extended temporarily for 12 months to allow time for decommissioning.
2. Condition C.4 of License R-58 be amended to allow, or not be construed to pronibit, transfer of the fuel to a suitably licensed party.
