Dear Dr. Reid,

West Virginia University is currently licensed, under License No. R-58, Amendment No. 6, to " possess, but not to operate" an AGN - 211P nuclear reactor. It is also licensed to possess up to 900 grams of contained tranium-235 under tnis license.

The intention of the University at the time this amendment was sought was to find a suitable educational instutution ,o which to transfer the reactor and to decommission the facility. Numerous delays have been encountered in this process, out a decommissioning plan is now nearing completion. Unfortunately, License No. R-58 is also about to expire. Therefore, we wish to request that

1. License R-58 be extended temporarily for 12 months to allow time for decommissioning.
2. Condition C.4 of License R-58 be amended to allow, or not be construed to prohibit, transfer of the fuel to a suitably licensed party.

We believe that decommissioning of the facility and termination of the license can be best accomplished if these amendments are granted.
