Subject:

Dresden Crane Issue John, your E-mail to me dated 2115102 indicated to me that the issues would be resolved prior to Dresden loading a cask. They weren't. Rill let Dresden start loading a cask last night with all the technical issues unresolved. I still have no responses from NRR or Rill to my DPV issued 5123101, nor the backfit issued 9/28/01.

The issues are: the seismic issues regarding the reactor building superstructure (see DPV), the trolley is not seismic nor has any design calculations per the licensee (see licensee's RAI response dated 4/12102),

the two lifting yokes are not seismic and do not meet ANSI N14.6 requirements (the cask might fall off the yokes) (see all the paperwork), the cask transfer facility (CTF) lift beam is not single failure proof as we require (see DPV), the CTF welds do not meet code (do not have weld records or QC records) and therefore the CTF shouldn't be used (see DPV), and the issue discovered at Fitzpatrick (moving a cask without the lid on) is not resolved at Dresden (new issue).
