3. Description The abnormal release was due to a vacuum breaker leak on the circulating water blowdown line which carries liquid effluent released from the liquid radwaste tanks to the river. Due to the vacuum breaker leak, some liquid effluent was discharged onto site property and migrated offsite into a ditch. This event is documented in the station's corrective actions program in Condition Report A2000-0428 1.
