REQUEST FOR EMERGENCY PUBLICATION

Dear Mr. Mosley:

The U.S. Nuclear Regulatory Commission is requesting emergency publication of the enclosed document entitled "Order Modifying Amended Facility Operating License No. R-83."

This Order directs the licensee to convert its research reactor from the use of high-enriched uranium fuel to low-enriched uranium fuel. This conversion is part of the Department of Energy National Nuclear Security Administrations Global Threat Reduction Initiative. In order for the Department of Energy to meet a Congressional commitment, certain actions must be completed by the licensee by September 30, 2006. Therefore, we request that the document be published on September 6, 2006, to provide the licensee with the maximum amount of time to complete its actions.
