TEXAS ENGINEERING EXPERIMENT STATION/TEXAS A&M UNIVERSITY SYSTEM NUCLEAR SCIENCE CENTER REACTOR - CLOSURE OF CONFIRMATORY ACTION LETTER NO. NRR-04-011 ON SITE-SPECIFIC COMPENSATORY MEASURES IMPLEMENTATION PLAN

Dear Dr. McDeavitt:

The purpose of this letter is to inform you of the closure of Confirmatory Action Letter (CAL) No.

NRR-04-011 that was issued to you on August 30, 2004 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML032580234). This CAL formalized commitments to implement site-specific compensatory measures (CMs) related to security and safeguards.

By letter dated February 27, 2003, you submitted an application for license renewal of Facility Operating License No. R-83 for the Texas Engineering Experiment Station, Texas A&M University System, Nuclear Science Center Reactor (NSCR) (ADAMS Accession No. ML102920025). On October 1, 2015, the U.S. Nuclear Regulatory Commission (NRC) issued the renewal of Facility Operating License No. R-83 (ADAMS Accession No. ML13030A410). As part of the license renewal application review, NRC staff reviewed the NSCR Physical Security Plan (PSP), dated March 2015, and found it to be in compliance with the applicable regulations contained in Title 10 of the Code of Federal Regulations (10 CFR) Part 73, Physical Protection of Plants and Materials. In addition, the staff found that the site-specific CMs committed to in CAL No. NRR-04-011 have also been incorporated into the NSCR PSP. Therefore, the NRC considers CAL No. NRR-04-011 closed.

Under 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room located at NRC Headquarters in Rockville, MD, and from ADAMS, which is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
