SEABROOK STATION, UNIT 1 - REQUEST FOR ADDITIONAL INFORMATION FOR LICENSE AMENDMENT REQUEST 13-02, APPLICATION TO REVISE TECHNICAL SPECIFICATIONS TO ADOPT TSTF-510, "REVISION TO STEAM GENERATOR PROGRAM INSPECTION FREQUENCIES AND TUBE SAMPLE SELECTION," USING THE CONSOLIDATED LINE ITEM IMPROVEMENT PROCESS (TAC NO. MF1372)

Dear Mr. Walsh:

By letter dated March 27, 2013 (Agencywide Documents Access and Management System Accession No. ML13093A151), NextEra Energy Seabrook, LLC, submitted license amendment request 13-02 for Seabrook Station, Unit 1 (Seabrook). The proposed change is to the Seabrook Technical Specification (TS). The proposed amendment would modify TS requirements regarding steam generator tube inspections and reporting as described in TS Task Force (TSTF)-510, Revision 2, "Revision to Steam Generator Program Inspection Frequencies and Tube Sample Selection," using the Consolidated Line Item Improvement Process.

The Nuclear Regulatory Commission staff has determined that additional information is necessary to complete its review. The request for additional information is enclosed. The licensee agreed to provide answers to the request for additional information within 60 days of the date of this letter.

The proposed change is to the Seabrook Technical Specification (TS). The Nuclear Regulatory Commission staff has determined that the following additional information is necessary to complete its review.

REQUEST FOR ADDITIONAL INFORMATION (1) Technical Specification B.7.B.k.b.1 does not appear to follow the formatting in TSTF-510. Please clarify the reason for the difference since it neither follows TSTF-51 0 nor does it follow standard grammatical practice in that it connects a list of items with "and" rather than using commas and only one "and" at the end of the list.

(2) Technical Specification B.7.B.k.d.2.c is inconsistent with TSTF-510. Please modify your proposal to make it consistent with TSTF-510 (by adding the word "remaining" before the word "life") or justify the reason for the difference. Please note that as currently written, the requirement under B.7.B.k.d.2.c would make the requirement of B.7.B.k.d.2.b meaningless since the requirement in B.7.B.k.d.2.c is more restrictive and applies for the entire life of the steam generator (regardless of the steam generators' age).
