SUBJECT: RESPONSE TO NOTICE OF VIOLATION AND NRC INSPECTION REPORT

05000285/2014002

Dear Mr. Cortopassi:

On March 19, 2014 the NRC cited Omaha Public Power Districts failure to correct a condition

adverse to quality for potential pump run out conditions associated with the containment spray

system as required by 10 CFR 50, Appendix B, Criterion XVI, Corrective Action.

Additionally, on March 19, 2014, the NRC cited Omaha Public Power Districts failure to submit

Licensee Event Reports (LER) for HPSI Pump Flow Imbalance and Containment Spray Pump

Design Documents do not Support Operation in Run Out events within 60 days as required by

10 CFR 50.73(a)(1).

The Notice of Violations, enclosed with Inspection Report 05000285/2014002 (ML14078A666),

required you to respond in writing within 30 days. You responded by letter dated April 18, 2014,

(ML14108A434).

After reviewing the information you provided in your response to the Notice of Violation, we

have concluded that your completed and proposed actions appear to adequately address the

regulatory noncompliance described in the Notice of Violation. We will review your

implementation of these corrective actions during a future inspection to determine whether full

compliance has been restored and whether compliance will be maintained.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be

made available electronically for public inspection in the NRC Public Document Room or from
