Subject:
UPDATE - ARKANSAS NUCLEAR ONE, UNIT 2 TECHNICAL SPECIFICATION REQUIRED REACTOR SHUTDOWN On September 4, 2010, Unit 2 of Arkansas Nuclear One was restarted following the completion of repairs to an emergency diesel generator.
That unit had been shutdown on August 23, 2010, because the 2K-4B emergency diesel generator (EDG) had experienced crankcase pressure out-of-specification high following preventive and corrective maintenance on the EDG, and because the licensee had not been able to identify and correct the cause of that issue within the required technical specification action statement completion time of 14 days.
On September 2, 2010, at approximately 3:18 p.m., CST, after extensive corrective maintenance and testing, the licensee declared the 2K-4B EDG operable. Significant maintenance activities had included inspection of all 24 EDG pistons as well as replacement of all piston rings for the 12 lower pistons, both pistons in the #10 cylinder, and both turbochargers.
The licensee restarted the reactor and reconnected the unit to the electrical grid on September 4, 2010, at 3:27 a.m., CST.
NRC resident inspectors monitored maintenance and testing of the EDG and observed the unit startup.
The state of Arkansas has been informed. This information has been discussed with licensee management and is current as of 8:00 a.m., September 7, 2010, CST.
This preliminary notification is issued for information only and no further action by the staff is anticipated.
