By letter dated April 21 ,2006, the Tennessee Valley Authority (TVA) submitted Commitment No. 49 to develop and submit to the U.S. Nuclear Regulatory Commission (NRC), the implementing procedures for the Unit 1 Periodic Inspection Program. By letter dated April 23, 2007, TVA submitted implementing procedure 1-TI-521, "Unit 1 Periodic Inspection Program for License Renewal." To verify completion of the commitment, the staff requested additional information which is shown in the enclosure.

By letter dated April 23, 2007 , TVA submitted implementing procedure 1-TI-521, "Unit 1 Periodic Inspection Program for License Renewal." In the procedure, the licensee stated that no candidate piping was identified for the stainless steel/raw water population, because all the pipe diameters were 1 inch or smaller, making ultrasonic testing (UT) measurements impractical.

The licensee also stated that only nine inspection locations were identified for the stainless steel/treated water grouping, because the piping was either of small diameter or had been replaced.

The license renewal application aging management program stated that the inspection sample is based on 95/95 assurance criterion (95 percent confidence level that 95 percent of a population is not experiencing degradation), which would specify a maximum of 59 inspection locations for an infinite lot size. It does not appear that implementing procedure 1-1'1-521 contains any inspections for the stainless steel/raw water material-environment population and only a limited number of inspections for the stainless steel/treated water population.

Describe the alternative aging management approach that will be taken for small-diameter stainless steel piping under the Unit 1 Periodic Inspection Program as a result of limitations of the UT inspection technique.
