SCHOOL BUS DRILL August 29,2007 1 .O Introduction This drill will verify that the Glen Rose Independent School District Transportation personnel assigned to transport students and staff in an evacuation in response to a Comanche Peak incident can safely perforni their responsibilities.
2.0 FEMA Evaluation Criteria 3.a. 1 : The OROs issue appropriate dosimetry and procedures, and manage radiological exposure to emergency workers in accordance with the plans and procedures. Emergency workers periodically and at the end of each mission read their dosimeters and record the readings on the appropriate exposure record or chart. 3.c.2: OROs/Sclzool officials decide ripon and implement protective actions for (NUREG-0654, K.3.) schools. (NUREG-0654, J.lO.c, d, c) 3.0 Guidelines The following guidelines have been developed to instruct drill participants of the extent of play required to fulfill the drill evaluation criteria.
- 1. Drill lead controller is responsible for conducting the drill per the drill package.
- 2. Controllers will be assigned as needed to ensure the completion of drill objectives.
- 3. This is a FEMA evaluated drill. Therefore, prompting is not permitted.
- 4. On-the-spot corrections are allowed in accordance with Recommended Initiative 1.5-Correct Issues Immediately (March 3 1, 2000) 5. The controllers should allow free-play. However, free-play will be stopped under the following conditions:
- a. if the action taken would prevent a drill evaluation criterion from being met or is outside the scope of the drill. b. if the actions are judged to be unsafe or leading to violations of the law. c. if the actions would degrade systems or equipment, or degrade response to a real emergency.
- 6. If an actual emergency occurs, the drill will be terminated.

- 7. All radio and telephone communications will begin and end with THIS IS A DRILL. 4.0 Extent of Play These guidelines define the extent of play required to meet an objective and identifjl planned simulations.
Criterion 3.a.l: The OROs issue appropriate dosimetry and procedures, and manage radiological exposure to emergency workers in accordance with the plans and procedures.
Emergency workers periodically and at the end of each mission read their dosimeters and record the readings on the appropriate exposure record or chart. (NUREG-0654, K.3.) .Dosimetry for the bus driver will only be issued in the event he/she becomes an emergency worker. Criterion 3.c.2:
OROs/School officials decide upon and implement protective actions for sclzools. (NUREG-0654, J.lO.c, d, E) A driver will travel to the school being evacuated and will discuss the travel route to the reception center and demonstrate communications.
No actual transportation will take place and the demonstration will terminate at the school. This demonstration will be conducted out of sequence from the remainder of the exercise at the earliest available time for the bus driver after completion of his route on 8/29/07. A school official will be available for interview. "Request the option to correct issues immediatelv (Correction-on-the-spot).
5.0 Participants
This drill will require the participation of the following individuals: GRISD Transportation Coordinator GRISD Bus Driver 6.0 Controller and Role Players One (1) controller will be required for this drill. 90
7.0 Initial
Conditions During a declared emergency at Comanche Peak (A Site Area Emergency), the Somervell County EOC has recommended a precautionary evacuation of the Glen Rose ISD Schools. School is in session. 8.0 Narrative Summary A Controller inject (telephone call) to the Transportation Coordinator will initiate the drill (see message 1 attached). The Coordinator will contact and brief a driver and the driver will report to the bus to which he is assigned and drive to the bus loading zone for the Elementary School. The driver will communicate a test message to the Coordinator to ensure communications.
The driver will then, via discussion, answer any questions that the evaluator may have. 9.0 Time Line 0830 Drill begins (Notification to the Transportation Coordinator received from Somervell County EOC [Message Number
