Attachment A Due to the response by the State of Texas GDEM to Hurricane Dean, and the activation of the Texas State Operations Center (SOC), GDEM was granted an alternative evaluation agreement by FEMA. This agreement establishes an unevaluated SOC phone cell that will play in lieu of the SOC during the CPSES Graded Exercise. This cell will participate in a communications role for the SOC and all Texas Emergency Management Council agencies. The DSHS/RCP SOC staffing contingent will play from the DSHS Exchange Building. This agreement was reached via teleconference on August 2 1,2007 between the FEMA RAC Chair, GDEM, DSHS and CPSES.

GENERAL EXTENT-OF-PLAY (EOP):
- 1. With regard to last minute additions or changes to any previously approved Extent-of-Play, all suggested changes must be forwarded to the RAC Chair for approval.
- 2. The goal of all offsite response organizations (ORO) is to protect the health and safety of the public. This goal is achieved through the execution of appropriate plans and procedures. It is recognized that situations may arise that could limit the organizations in the exact execution of these plans and procedures.
- 3. As a statement of fact, no OR0 will deliberately deviate from its plans and procedures with the intent of avoiding responsibility.
- 4. Federal involvement will not be evaluated.
5 . The exercise may be suspended or terminated due to a real emergency situation.
