U.S. Department of Homeland Security Region VI 800 N. Loop 288 Denton, TX 76209-3698 FEMA October 18, 2017 Kriss M. Kennedy, Regional Administrator U.S. NRC, Region IV 612 E. Lamar Blvd., Suite 400 Arlington, TX 76011-4005

Dear Mr. Kennedy:

Enclosed is a copy of the radiological emergency preparedness final report for the Comanche Peak Nuclear Power Plant biennial exercise evaluated on August 16, 2017. FEMA Region 6 staff evaluated the implementation of radiological response plans by the state and local offsite response organizations within Texas. One Level 2 Finding was identified and corrected during the exercise.

Based on the results of the exercise evaluation, the offsite radiological emergency response plans and preparedness for the State of Texas and the affected local jurisdictions are deemed adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public in the event of a radiological emergency. Therefore, 44 CFR Part 350 approval of the offsite radiological emergency response plans and preparedness for the State of Texas, specific to Comanche Peak Nuclear Power Plant, will remain in effect.

A copy of this report was forwarded to the U.S. Nuclear Regulatory Commission Document Control Desk in Rockville, Maryland. Should you have questions, please contact Scott Flowerday at (940) 898-5370.

Sincerely,

().~
