OF TELEPHONE CONFERENCE CALL HELD ON MARCH 12, 2008, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION STAFF AND WOLF CREEK NUCLEAR OPERATING CORPORATION, RELATED TO A CLARIFICATION OF A CERTAIN MASONRY WALL OF THE TURBINE BUILDING, DOCUMENTED IN THE SAFETY EVALUATION REPORT WITH OPEN ITEMS FOR WOLF CREEK GENERATING STATION LICENSE RENEWAL The U.S. Nuclear Regulatory Commission staff and representatives of Wolf Creek Nuclear Operating Corporation held a telephone conference call on March 12, 2008, to discuss clarifications for a certain masonry wall of the turbine building that was the subject of discussion during the Advisory Committee Reactor Safeguards (ACRS) subcommittee meeting of March 5, 2008. The ACRS subcommittee meeting was held to review the Safety Evaluation Report with open items for Wolf Creek Generating Station that was provided to the applicant on February 1, 2008. Enclosure 1 provides a listing of the participants, and Enclosure 2 contains a brief description of the conference call.

The applicant had an opportunity to comment on this summary.

ENCLOSURE 1 WOLF CREEK GENERATING STATION POWER PLANT LICENSE RENEWAL APPLICATION (Brief description of the conference call)

The U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Wolf Creek Nuclear Operating Corporation, held a telephone conference call on March 12, 2008, to discuss clarifications for a certain masonry wall of the turbine building that was the subject of discussion during the Advisory Committee Reactor Safeguards (ACRS) subcommittee meeting of March 5, 2008. The ACRS subcommittee meeting was held to review the Safety Evaluation Report (SER) with open items for Wolf Creek Generating Station (WCGS) that was provided to the applicant on February 1, 2008.

Discussion

Scope Section 2.4.4 Masonry Wall in Turbine Building. AMP B2.1.31 Masonry Wall Program (SER Section 3.0.3.2.20), reference drawing 10466-A-1102, TA-TB south of T9. During the conference call, the applicant clarified that the masonry wall in question, located within the turbine building, had been included in the structures monitoring program (which includes masonry wall program) for insurance purposes and that the wall had been inadvertently included in the scope of license renewal and subjected to aging management review. WCGS masonry wall program (B2.1.31) discusses a crack in the Operating Experience description in the WCGS license renewal application (LRA). This was also confirmed in the applicant's response to the staff's AMP audit question AMP A039.

However, the applicant has now determined that the masonry wall was included in the structures monitoring program for business purposes only, and that the wall had no license renewal intended functions. Therefore, it was not required to be included within the scope of license renewal. The applicant also noted that although the turbine building was included within the scope of license renewal in accordance with 10 CFR 54.4(a)(2), this was required due to the turbine building being adjacent to the auxiliary building, an (a)(1) structure. The turbine building does not contain any structure, system, and components required to be within the scope of license renewal for (a)(1) or (a)(2) specifications per 10 CFR 54.4. The applicant indicated that the LRA will be amended to remove the masonry wall and its references from the WCGS Operating Experience description in the LRA.
