SUMMARY

OF PUBLIC MEETINGS ON THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT REGARDING THE WOLF CREEK GENERATING STATION LICENSE RENEWAL REVIEW, TAC NO. MD3181 On Thursday, November 8, 2007, members of the U.S. Nuclear Regulatory Commission (NRC) staff held public meetings in the Kansas Public Library Burlington Branch in Burlington, Kansas, concerning the staff

=s environmental review of the application submitted by Wolf Creek Nuclear Operating Corporation (WCNOC) for renewal of Wolf Creek Generating Station (WCGS) operating license. The purpose of the meeting was to provide the public with an opportunity to comment on the Draft Supplemental Environmental Impact Statement (DSEIS), issued in September 2007. Formal presentations were made by the NRC staff.

The DSEIS is a site-specific supplement for WCGS to the

?Generic Environmental Impact Statement for License Renewal of Nuclear Plants

@ (NUREG-1437, Supplement 32). The NRC staff described the overall license renewal process and provided a description of the environmental review process. The NRC staff also described the preliminary results of their analyses. The environmental impacts of continued operation were preliminarily characterized as ranging from small to moderate in all areas. The impacts of alternatives (including the no-action alternative) were preliminarily characterized as potentially greater in at least some environmental areas.

After the formal presentations were given by the NRC staff, members of the public were invited to provide comments. Approximately 17 people attended the two sessions. Attendees included members of the public, members of WCNOC, representatives of the NRC, and the news media.

In an effort to improve communication and increase interaction with members of the public, the NRC staff conducted open houses for one hour before each meeting. The staff provided displays and brochures and met with members of the public to answer questions about the proposed renewal of the WCGS operating license(s). The NRC staff also solicited feedback from the public to improve future public meetings. There was no feedback.

A combined listing of participants for both public meetings is provided in Enclosure 1. is a copy of the meeting handouts (copy of slide presentation) provided during the public meeting open house. Enclosure 3 is the meeting agenda. The official corrected transcripts for the afternoon and evening meetings are publicly available at the NRC Public Document Room (PDR) located at One Whit e Flint North, 11555 Rockville Pike, Rockville, Maryland 20852. They are also available from the NRC's Agencywide Documents Access and Management System (ADAMS).

The ADAMS Public Electronic Reading Room is accessible at http://adamswebsearch.nrc.gov/dologin.htm. The transcripts for the afternoon and evening meetings are listed under Accession Numbers ML073240311 and ML073240288, respectively.

Persons who do not have access to ADAMS, or who encounter problems in accessing the documents located in ADAMS, should contact the NRC's PDR Reference staff by telephone at 1-800-397-4209 or 301-415-4737, or by e-mail at pdr@nrc.gov.

The closing date to accept comments on the WCGS DSEIS is December 26, 2007. The NRC staff will consider all comments on the WCGS DSEIS and make necessary revisions to the document prior to issuing its final supplemental environmental impact statement, scheduled for May 2008.
