SURJECT: RIG ROCK POINT (RRP) IN-PROGRESS AUDIT OF THF DETAILED CONTROL ROOM DESIGN REVIEW (DCRDR) AND THE SAFETY PARAMETER DISPLAY SYSTEM (SPDS)

Re: Rig Rock Point Plant The NRC staff, supported by the technical assistance contractor, Science Anolica-tions International Corporation (SAIC), conducted an in-progress audit of the DCRDR and SPDS at Rig Rock Point during the week of January 27, 1986. The purpose of the audit was to clarify certain aspects of the DCRDR review process, to confirm that Consumers Power Company's (CPC'sl review is being conducted appro-priately, and to evaluate CPC's results of the review to that point in time.

Our staff audited CPC's methodologies and processes being used to conduct its DCRDR and concluded that with the incorporation of our comments contained in Enclosure 1, CPC should be able to complete a satisfactory DCRDR.

In addition, we discussed with CPC its plans for implementing the SPDS in tle control room in accordance with the requirements of Supplement 1 to NUREG-0737.

CPC had originally planned to request a deviation from the recuirement for the SPDS, with justification being provided by the results of the DCRDR. CPC, hecause of the small size of the RRP control room, proposes that the existing instrumentation on the main control panels are adequate to serve as an SPDS.

CPC suggested that it . night highlight instruments which display critical safety function information. The Audit Team informed CPC that this approach to pro-viding an SPDS will require a safety analysis report (SARI which should describe:

(11 the basis on which the selected parameters are sufficient to assess the safety status of the critical safety functions identified in Supplement 1 to NUDEG-0737 for a wide rance of events which include symptoms of severe accidents; (2)thelicensee'splanforverificationandvalidationoftheproonsedSPDS; (3) the isolation devices, if any, that will suitably isolate SPDS displays from electrical and electronic interference with equipment and safety systems; (4) the human factors enoineering program to be used to ensure that displayed information can be readily perceived and comprehended by the operator without any ambiguity; and (5) how this approach will adeouately support the functions of the Technical Support Center (TSC) and the Emergency Operations Facility (E0Fl. Enclosure 2, which was prepared by SAIC, presents notes taken during our SPDS discussions with CPC during the audit.
