Dear Mr. DeLaBarre:
Enclosed is an application received by the U.S. Nuclear Regulatory Commission (NRC), dated July 7, 2020, from QSA Global, Inc., for a specific license (PXB235.00) authorizing the export of Category 3 quantities of Americium-241/Be and Cesium-137, to Iraq. The sealed sources will be used for oil well logging devices.
Since Iraq is on the embargoed destinations list (10 CFR Part 110.28), before taking action on this new request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
