Dear Mr. Warden:

Enclosed is an application received by the U.S. Nuclear Regulatory Commission (NRC), dated May 21, 2021, from QSA Global, Inc., requesting amendment No. 1 to export license PXB235.00. This license currently authorizes the export of Americium-241/Beryllium (Am-241/Be) not to exceed 0.185 terabecquerels (TBq) per source, and Cesium-137 (Cs-137) not to exceed 0.074 TBq per source, contained in sealed sources. The license authorizes up to 15 shipments, each shipment containing a single source of Am-241/Be and Cs-137, with a total quantity not to exceed 2.775 TBq of Am-241/Be and 1.11 TBq of Cs-137, for use in oil and gas well logging operations in Iraq.

The purpose of the amendment is to increase the amount of Am-241/Be from 0.185 TBq to 0.58 TBq per source, and Cs-137 from 0.074 TBq to 0.089 TBq per source. It is also to decrease the number of shipments from 15 to 8, each shipment still containing a single source of Am-241/Be and Cs-137, with a new total quantity not to exceed 4.64 TBq of Am-241/Be and 0.712 TBq of Cs-137.

Since Iraq is on the embargoed destinations list (10 CFR Part 110.28), before taking action on this new request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
