[l] Field Office Inspection Canton and Monroe, Michigan field offices

[l] Temporary Job Site Inspection sidewalk & road replacement, Monroe, Michigan PROGRAM SCOPE This was a routine inspection of a large private engineering and consulting firm based in suburban Toledo, Ohio. The company was authorized to operate four field offices located in Michigan; at the time of this inspection, two of these four locations possessed portable gauges. The licensee owned numerous moisture/density gauges which were used frequently for DOT road projects and other construction projects during the construction season. These gauge units were primarily stored at the Monroe and Canton field offices and dispatched to field job sites as needed to support the local construction project. Forty-five individuals were authorized to use the gauges. Gauge users must attend an 8-hour training course conducted by the Michigan DOT, a service provider, or the device manufacturer. The licensee maintained copies of all gauge user's training certificates and a list of approved gauge users on file. The licensee did not perform any service or maintenance on its gauges; these services were performed by a service the device manufacture During this inspection, the inspector toured the gauge storage areas and noted the controls used by the licensee to comply with the security requirements in 10 CFR 30.34(i); performed radiation surveys around the devices; reviewed selected records; and interviewed selected licensee personnel. The inspector conducted a field inspection of an authorized gauge user at Front Street sidewalk replacement and road resurfacing project in Monroe, Michigan. The gauge user demonstrated that the shipping papers were visible and within reach during transport. The gauge user demonstrated how the device was secured with two independent physical controls (10 CFR 30.34(i)). The gauge user confirmed that the transport case was blocked and braced in the rear of the vehicle and confirmed that the devices were not transported within the passenger compartment.
