OF ANNUAL ASSESSMENT MEETING WITH OMAHA PUBLIC POWER DISTRICT REGARDING FORT CALHOUN STATION 2015 PERFORMANCE

Dear Mr. Marik:

This refers to the Category 3 Open House and Annual Assessment meeting conducted at the Doubletree Inn in Omaha, NE, on March 16, 2016, between the Nuclear Regulatory Commission (NRC) and your staff.

Approximately 3 individuals attended the meeting, including a representative from a state government agency. During the meeting, NRC staff provided an overview of inspection activities, findings, and overall performance assessment for Fort Calhoun Station. Fort Calhoun Station operated safely in 2015 , and all Reactor Oversight Process cornerstone objectives were met. The NRC determined the performance at Fort Calhoun Station was within the Licensee Response Column of the NRC's Action Matrix, because all inspection findings had very low (i.e., Green) safety significance, and all performance indicators showed that performance was within the nominal, expected range (i.e., Green).

During the meeting, the NRC had informal interactions with the press and the state official. The NRC staff responded to historical questions about impact on Fort Calhoun Station due to a fire and flooding of the Missouri River in 2011. There were also questions about the transition from the Inspection Manual Chapter 03 50, "Oversight of Operating Reactor Facilities in an Extended Shutdown as a Result of Significant Performance Problems,"

process to the Inspection Manual Chapter 0305 process, "Operating Reactor Assessment Program." The inspectors were also questioned about their normal daily activities.

Copies of the NRC's 2015 assessment letter (ML16061A344) and feedback forms were made available to attendees. In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, "Public Inspections, Exemptions, Requests for Withholding," a copy of this letter, its enclosure, and your response (if any) will be available electronically for public inspection in the NRC's Public Document Room or from the Publicly Available Records (PARS) component of the NRC's
