OF DECEMBER 20, 2018, TELECONFERENCE PUBLIC MEETING WITH DUKE ENERGY PROGRESS, LLC, TO DISCUSS A PROPOSED LICENSE AMENDMENT REQUEST FOR SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, REGARDING RISK-INFORMED ESSENTIAL SERVICES CHILLED WATER SYSTEM TECHNICAL SPECIFICATIONS ALLOWED OUTAGE TIME EXTENSION (EPID L-2018-LRM-0089)
On December 20, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Duke Energy Progress, LLC (the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.
The purpose of the meeting was to discuss the risk-informed proposed license amendment request regarding extension of the essential services chilled water system allowed outage time for the Shearon Harris Nuclear Power Plant, Unit 1 (Harris).
Specifically, the licensee's proposed change is to extend the allowed outage time from the current 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 7 days. The meeting notice and agenda, dated December 3, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML 18337 A062. A list of attendees is enclosed.
The licensee presented informational slides at the meeting (ADAMS Accession No. ML 118351 A 134 ). At the meeting, the licensee provided an overview of the essential services chilled water system. The licensee explained the reason for the proposed change, which is to allow for planned and unplanned maintenance activities that may take over 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> but less than the proposed 7 days. The licensee plans to use a risk-informed approach using the guidance in Regulatory Guide 1.17 4, "An Approach for Using Probabilistic Risk Assessment in Risk-Informed Decisions on Plant-Specific Changes to the Licensing Basis," and Regulatory Guide 1.177, "An Approach for Plant Specific, Risk Informed Decisionmaking:
Technical Specifications".
The licensee provided the core damage frequency and large early release factor values that the Probabilistic Risk Assessment analysis yielded with a 7-day allowed outage time extension.
The licensee clarified the proposed change would only be applicable to Modes 1-4 and provided a list of compensatory measures that would be implemented prior to exceeding 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, butwhen the 7-days action statement is entered. Additional information on the presentation is found in the informational slides. Harris plans to submit the license amendment request in January of 2019. The NRC staff will provide an estimate of the review schedule after completing an acceptance review of the licensee's submittal. No regulatory decisions or commitments were made at the meeting.
