We have reviewed your letter dated February 15, 1991, requesting an amendment to your Type A broad license to authorize ILT Scott Moore as the Radiation Safety Officer. However, before further action can be taken, we will need the following additional inforniation.
The submitted information regarding ILT Moore's training and experience is inadequate to allow us to determine his ability to respond effectively to the radiation safety needs of your program. The April 1982 Draf t Regulatory Guide entitled, QUALIFICATIONS FOR THE RADIATION SAFETY OFFICER IN A LARGE-SCA!E NON-FUEL-CYCLE RADIONUCLIDE PROGRAM, copy enclosed, describes the qualifications acceptable to the NRC staff for an RSO for a broad scope program Submit a description of the training and experience of ILT Moore in accordance 1 with the information specified in Table 1 of the Guide. '
If you determine that ILT Moore does not meet the qualification guidance and believe that he is qualified to act in the capacity of RSO, you may submit a description of his training and experience with supporting justification to substantiate his abilities to address complex radiation safety issues encountered in your licensed activities. In doing so, you should address each of the characteristics identified in Appendix A of the Guide and demonstrate how ILT Moore is qualified.
In order to continue prompt review of your application, we request that you submit your response to this letter within 30 calendar days from the date of this letter.
