ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION This is to inform the Commission that a White Significance Determination Process finding will be issued on or about November 17, 2011, to Entergy Operations, Inc. (licensee), as a result of inspections at the Waterford Steam Electric Station, Unit 3. This White finding, an issue of low to moderate safety significance, involved the failure to use effective engineering controls to prevent leakage from reactor coolant pump seals to surrounding areas. This failure resulted in high levels of contamination which caused unexpected and unintended radiation doses to plant workers during outage activities. The NRC offered and the licensee accepted the opportunity to attend a Regulatory Conference, which was held on October 3, 2011. At the conference, the licensee stated that there was no performance deficiency because the elevated dose rates were caused by equipment deficiencies which were beyond the licensee's ability to foresee and/or prevent. However, the NRC determined that the licensee should have anticipated the seal leakage which caused the higher dose rates. Although this finding has been characterized as White, no violations of regulatory requirements occurred. Also, the NRC found the licensee's ALARA program adequate and did not identify an inadequacy associated with radiation procedures required by Technical Specifications. | |||
