AttachmentBPage2of2RG&Ewillalsoeliminate10CFR50AppendixJtestingrelatedtothefourAOVsforPenetrations206,207,321,and322sincetherearenotanyrequirementstoperformthistesting.Instead,RG&Ewillhydrostaticallytestthesevalvesinaccordancewith'theoriginalrequirementsasoutlinedintheapprovedthird10yearISTprogramforGinnaStation(IWV-3421through3425)asaminimum.Thiswillprovidethenecessaryassurancethatthevalveswillperformtheirrequiredisolationfunction.ThesechangeswillbedocumentedintheGinnaStationISTProgramwhichwillbesubmittedtotheNRCfollowingtheconclusionofthe1993RefuelingOutagesinceRG&EexpectstomakeseveralotherunrelatedISTProgramchangesatthattime.ThesechangeswillnotrequireNRCapprovalpriortoimplementation.Inaccordancewith.10CFR50.91,thesechangestotheTechnicalSpecificationshavebeenevaluatedtodetermineiftheoperationofthefacilityinaccordancewiththeproposedamendmentwould:1.involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated;or2.createthepossibilityofanewordifferentkindofaccidentpreviouslyevaluated;or3.involveasignificantreductioninamarginofsafety.Theseproposedchangesdonotincreasetheprobabilityorconsequencesofapreviouslyevaluatedaccidentorcreateanewordifferenttypeofaccident.Furthermore,thereisnoreductioninthemarginofsafetyforanyparticularTechnicalSpecification.ThedetailedchangesaredescribedinAttachmentC.Therefore,RochesterGasandElectricsubmitsthattheissuesassociatedwiththisAmendmentrequestareoutsidethecriteriaof10CFR50.91;andanosignificanthazardsfindingiswarranted.
