1.0 ASME Code Components Affected

" Unit 1 Reactor Vessel Unit 1 Pressurizer Unit 2 Pressurizer Specific component welds for which relief is requested are identified in Table 1.

Applicable Code Edition and Addenda

ASME Boiler and Pressure Vessel Code, Section Xl, 1998 Edition through the 2000 Addenda.

3.0 Applicable Code Requirements 3.1 IWB-2500, Table IWB-2500-1, Examination Category B-A, Item B1.40 requires a volumetric and surface examination of the Reactor Vessel Head-to-Flange Weld.

The required examination volume (A-B-C-D) is specified in Figure IWB-2500-5.

Footnote (2) requires examination of "essentially 100% of the weld length".

Relief is requested from the requirement of Table IWB-2500-1, Examination Category B-A, Item B1.40 to examine the volume A-B-C-D specified in Figure IWB-2500-5, and from the requirement of footnote (2) to examine "essentially 100%

of the weld length" for the Unit 1 Reactor Vessel Head to Flange Weld (Summary No. C1.B1.40.0001, Weld No. 1-RPV-W08).

3.2 IWB-2500, Table IWB-2500-1, Examination Category B-D, Item B3.1 10 requires a volumetric examination of Pressurizer Nozzle-to-Vessel Welds. The required examination volume (A-B-C-D-E-F-G-H) is specified in Figure IWB-2500-7(b).

Relief is requested from the requirement of Table IWB-2500-1, Examination Category B-D, Item B3.110 to examine the volume A-B-C-D-E-F-G-H specified in Figure IWB-2500-7(b) for the Unit 1 and 2 Category B-D, Item B3.1 10 welds listed in Table 1.

Weld coverage using 350 and 450 shear waves for axial scans, and 350 and 45' shear waves for clockwise (CW) and counterclockwise (CCW) circumferential scans obtained 68.1% coverage.

Base material coverage using 350, 450 and 600 shear wave for axial scans and 35' and 450 shear waves for circumferential scans (CW, CCW) obtained 34.0% coverage.

The aggregate coverage was calculated to be (68.1% + 34.0% + 39.3%)/3

= 47.1%.

Calculation of Coverage in Remainder of Area (96.7% of total weld length):

Weld coverage using 350 and 450 shear waves for axial scans, and 350 and 450 shear waves for circumferential scans (CW, CCW) obtained 88.1%

coverage.

Base material coverage using 350, 450 and 600 shear wave for axial scans and 350 and 450 shear waves for circumferential scans (CW, CCW) obtained 85.1% coverage.

The aggregate coverage was calculated to be (88.1% + 85.1% + 76.8%)/3

= 83.3%.

Calculation of Total Aggregate Coverage:

Coverage at Lugs = 47.1% x 3.3% of total weld length = 1.6%

Remainder of Coverage = 83.3% x 96.7% of total weld length = 80.6%

Total Aggregate Coverage = 80.6% + 1.6% = 82.2%

Discussion of Examinations and Impracticality:

The Catawba Inservice Inspection Plan allows the use of Code Case N-460, which requires greater than 90% volumetric coverage. Because the coverage obtained does not meet the requirements of this case, Code Case N-460 cannot be used to accept the limited volumetric coverage.

No indications were recorded during the examination of these welds.

The impracticality was caused by the configuration of the head ring to flange weld that does not allow meaningful interrogation from the flange side. There were also three permanent lifting lugs that did not allow scanning from the head ring side in the vicinity of these lugs. In order to scan all of the required volume for this weld, the head ring to flange weld and the permanent lifting lugs would have to be redesigned or replaced to allow scanning from both sides of the weld, which is impractical.

These components were scanned to the extent possible to meet these requirements, and the aggregate coverage for these welds was calculated as shown below. See Attachment 2 for additional information.

Coverage Calculations for Summary No.: C11.B3.110.0001, Weld No. 1-PZR-W1:

a Lower Head - Carbon steel Surge Nozzle - Carbon steel Head Thickness: 3.28 in.

Weld coverage using 350 and 450 shear waves for axial scans, and 350 and 450 shear waves for clockwise (CW) and counterclockwise (CCW) circumferential scans obtained 90.5% coverage.

Base material coverage using 350, 45 0and 60' shear wave for axial scans and 350 and 450 shear waves for circumferential scans (CW, CCW) obtained 77.0%

coverage.

00 scan coverage obtained 76.6% coverage.

The aggregate coverage was calculated to be (90.5% + 77.0% + 76.6%)/3 =

81.4%.

Discussion of Examinations and Impracticality:

The Catawba Inservice Inspection Plan allows the use of Code Case N-460, which requires greater than 90% volumetric coverage. Because the coverage obtained does not meet the requirements of this case, Code Case N-460 cannot be used to accept the limited volumetric coverage.

No indications were recorded during the examination of these welds.

The impracticality was caused by the weld taper configuration of the nozzle to head that does not allow meaningful interrogation from the nozzle side. In addition, Heater Wells limited access from the head side for approximately 53%

of the weld length. In order to scan all of the required volume for this weld, the head to nozzle weld would have to be redesigned or replaced and the heater wells redesigned and relocated to allow scanning from both sides of the weld, which is impractical.

Base material coverage using 450and 600 shear wave for axial scans and 450 and 600 shear waves for circumferential scans (CW, CCW) obtained 76.2 %

coverage.

The aggregate coverage was calculated to be (93.0% + 76.2% + 74.3%)/3 =

81.2%.

Discussion of Examinations and Impracticality:

The Catawba Inservice Inspection Plan allows the use of Code Case N-460, which requires greater than 90% volumetric coverage. Because the coverage obtained does not meet the requirements of this case, Code Case N-460 cannot be used to accept the limited volumetric coverage.

5.0 Proposed Alternatives and Bases for Use The welds identified in this request were examined to the maximum extent practicable utilizing approved examination techniques and equipment in accordance with requirements of the ASME Code,Section XI, IWB-2500, Table IWB-2500-1, Examination Category B-A, Item B1.40 and Examination Category B-D, Item B3.110, as applicable.

No substitution alternative for these welds is available that would provide better coverage. Radiography (RT) is not a desired option in lieu of ultrasonic examination because RT is limited in the ability to detect service induced flaws. Use of other manual or automated ultrasonic (UT) techniques, whether conventional or phased array, were considered, but would not increase coverage due to the limitation created by the component configuration. The use of any other currently available technique would incur the same physical scanning limitations.

System leakage tests are performed each refueling outage in accordance with the ASME Code,Section XI, Table IWB-2500-1; Examination Category B-P, during which a VT-2 visual examination is performed to detect evidence of leakage. These tests and the VT-2 visual examinations provide additional assurance of pressure boundary integrity.

In addition to the system leakage tests and VT-2 visual examinations, Reactor Building Containment Sump monitoring provides additional assurance that, in the event that leakage did occur through any of these welds, leakage would be detected.

Based on the acceptable results for the coverage obtained by the volumetric examination, system leakage testing and VT-2 visual examinations, and leakage monitoring, it is Duke Energy's position that the combination of these examinations and tests provides reasonable assurance of the continued structural and leak tight integrity of these welds.

Because the specified requirements of the ASME Code, Section Xl cannot be met without redesigning the components, and because there are no alternatives available that can be used to achieve greater volumetric coverage for the welds, compliance with the requirements specified in Section 3.0 of this request is determined to be impractical and relief is requested in accordance with 10 CFR 50.55a(g)(5)(iii).

6.0 Duration of Proposed Alternative The proposed alternative to the ASME Code is applicable for the remainder of the third 10-year Inservice Inspection (ISI) Intervals at Catawba Nuclear Station, Units 1 and 2.

" The Catawba Unit 1 third Inservice Inspection Interval began on June 29, 2005 and is currently scheduled to end on August 19, 2015.

The Catawba Unit 2 third Inservice Inspection Interval began on October 15, 2005 and is currently scheduled to end on August 19, 2015.

Relief Request 14-CN-001 Page 9 of 9 7.0 Related Industry Relief Requests Similar requests were approved for Catawba Nuclear Station during the previous (second) inservice inspection intervals for Units 1 and 2 (See References 8.4 through 8.7).
