The Service Building fire suppression sprinkler system was removed from service, thus requiring an hourly fire watch tour.
The required hourly fire watch tour was prematurely suspended, prior to the system being declared operable.
In accordance with the Ginna Station Technical Requirements Manual (TRM), Section TR 3.7.2, Required Action C.1, which requires a Special Report outlining the cause of the system inoperability and plans for restoring the system to operable status, this thirty (30) day Special Report is being submitted.
On April 7, 1997, at approximately 1600 EDST, the suppression system which protects the Service Building was removed from service and declared inoperable.
The system was declared inoperable to complete the removal of several system sprinkler heads which were not required.
Compensatory actions, consisting of an hourly fire watch tour, were taken upon the start of the maintenance activities as required per TR 3.7.2 Required Action B.
Maintenance activities were completed at 1730 EDST on April 7, 1997, and the system was vented and filled (after the main isolation valve for this suppression system was returned to the fullopen position).
Fire watch activities were prematurely suspended at 1730 EDST, since the fire watch personnel assumed all activities were completed.
However, Operations did not administratively declare the system operable until 2100 EDST on April 7.
Atapproximately 0700 EDST on April8, it was discovered that there had been a lapse in hourly fire watch coverage from 1730 EDST to 2100 EDST on April7. ACTIONReport 97-0564 was initiated and fire watch personnel were advised that Operations approval is required to ~
discontinue compensatory measures.
This event was subsequently reviewed with all fire watch personnel to preclude recurrence.

The Service Building fire suppression sprinkler system was removed from service, thus requiring an hourly fire watch tour.

The required hourly fire watch tour was prematurely suspended, prior to the system being declared operable.
