Carolina Power i!r. Light Company hereby submits Amendment No. 35 to the Shearon Harris Nuclear Power Plant (SHNPP) Final Safety Analysis Report (FSAR). This amendment provides changes to Chapters I, 3, 6, 7, 8, 9, 10, 1 1, 15 and TMI. The attachment provides justification for these changes.
Carolina Power i!r. Light Company hereby submits Amendment No. 35 to the Shearon Harris Nuclear Power Plant (SHNPP) Final Safety Analysis Report (FSAR). This amendment provides changes to Chapters I, 3, 6, 7, 8, 9, 10, 1 1, 15 and TMI. The attachment provides justification for these changes. Carolina Power R Light Company has reviewed the changes in this amendment against the SHNPP Safety Evaluation Report (SER) (NUREG-1038) through Supplement 3, and it is our position that these changes do not alter the conclusions of the SER.

Carolina Power i!r. Light Company hereby submits Amendment No. 35 to the Shearon Harris Nuclear Power Plant (SHNPP) Final Safety Analysis Report (FSAR). This amendment provides changes to Chapters I, 3, 6, 7, 8, 9, 10, 1 1, 15 and TMI. The attachment provides justification for these changes.

Carolina Power R Light Company has reviewed the changes in this amendment against the SHNPP Safety Evaluation Report (SER) (NUREG-1038) through Supplement 3, and it is our position that these changes do not alter the conclusions of the SER.

Each page bears the amendment number, and technical changes are indicated by vertical bars in the margin. Instructions for entering the revised pages are included.

CPRL compliance with a Regulatory Guide 1.137 testing standard is revised to reflect the Technical Specifications.

Revisions are made to clarify the description of the safety injection and charging pumps response in the event of a loss of coolant larger than the capacity of the normal makeup.

Table 3.11B-2 and Figures 3.11B-l, -2, and -11 are revised to reflect the latest environmental zone maps for normal and post-accident environments.

6.2.6.l 6.5.1.3 7.2.1 7.3 7.5 7.0.1 8.3.1.1.5 8.3.2 Corrected a typographical error.

A revision is made concerning the high-efficiency particulate air filters (HEPA) in the Fuel Handling Building Emergency Exhaust System to reflect the most current military specification of which the filters must adhere.

Figure 7.2.1-1 is revised to reflect previous revisions to corresponding figures.

Figures concerning Logic Diagrams for Diesel Generator Dampers D 1 and DO are revised to reflect current design.

Revisions are made to reflect design changes "to.the Emergency Service Water Intake System.

These changes improve the system functionality while remaining within NRC guidelines.

Diesel generator insulation temperature limitations are revised to reflect equipment qualification allowables for temperature rise.

SHNPP compliance to IEEE Standard 050 is revised to provide consistency with the Technical Specif ications.

FSAR Sections 3ustification 9.IA.2.0 9.2.1 9.2.2 The New Fuel Receiving and Inspecting Procedure is revised to provide for movement of fuel containers between the truck bay and the inspection area during routine fuel handling.

The description of the Emergency Service Water Intake Structure is revised to reflect the latest design changes.

Table 9.2.2-3, System Flow Conditions for Main Plant Operating Phases, is revised to reflect a minimum of 00 GPM/pump for RCP thermal barrier flow.

The description of the Emergency Service Water Intake Structure is revised to reflect the latest design changes.

FSAR Sections 3ustification The loss of circulating pump seal water alarm is deleted to avoid inadvertent alarm signals due to multiple pump operation and switchover from potable to CW seal water, This is within the requirements of Regulatory Guide 1.70 and Section 10.0.5 of the Standard Review Plan.

15.0.3 TMI (I.C.3)

The value for auxiliary feedwater flow rate during loss of normal feedwater and off-site power is revised to reflect the latest analysis.

This section is revised to clarify an ambiguous statement that was previously deleted.
