Inspection No. 50-286/82-08

This refers to the routine inspection conducted by Messrs. Tnomas Foley

and Thomas J. Kenny of this office on May 16, 1982 to June 15, 1982 at

Indian Point Nuclear Generating Station, Unit 3 Buchanan, New York, of

activities authorized by TEC License No. DPR-64, and to the discussions

of our findings held by our inspectors with yourself and other members

of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the report enclosed

with this letter. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with per-

sonnel, and observations by the inspector.

Based on the results of this inspection, it appears that one of your

activities was not conducted in full compliance with NRC requirements, as

set forth in the Notice of Violation, enclosed herewith as Appendix A.

This violation has bren categorized by severity level in accordance with

the HRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal

Register Hotice (47 FR 9887) dated March 9, 1982. You are required to

respond to this letter and in preparing your response, you should follow

the instructions in Appendix A.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of 11anagement and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.

office, by telephone, within ten days of the date of this letter and sub-

mit written application to withhold infomation contained therein within

tent with the requireuents of 2.790(b)(1).
